[ARCHIVED] Cape Seal Program

This notice is to inform you that the Public Works Department is coordinating a project to resurface several roads in Town with a process known as cape seal. The contractors performing this work are Indus and Comer Contracting.  The roads scheduled for this summer are the following:

Charles Lane, Willowbrook Road, Oak Hill Road, Old Schoolhouse Road, Fieldstone Drive, Lorraine Circle, Lorraine Drive, Lorraine Drive East, Lodi Drive, and Silver Falls Lane

 Construction will take place over the next couple of weeks. The first coat will occur over two (2) days and is currently scheduled for July 24th and July 25th (weather dependent). This first coat involves placing a chip seal on the roads surface.  

 The second coat will be applied at a minimum of a week and a half later using a micro surface layer. Please note that the first coat is a rougher material, and the second coat will provide the final smooth surface.  You may notice a slight discoloration in the road immediately after the second application which will fade to a uniform color after a few weeks.  Cape seal provides preventative maintenance by applying a tough wearing coat to the surface of the road.  This is a cost-effective repair to extend the life of the road, as opposed to letting it deteriorate to a condition where more substantial and expensive repairs are required.  

 During construction, the road will be open, and flaggers will be on-site to direct traffic around the work zone.  Immediately after application, traffic will not be permitted to travel over the new surface for one to two hours to allow for a proper cure. Crews will work with those residents that may need special accommodations during this effort.   In addition, we ask you follow these guidelines for the 24 hours immediately following the surface treatment:

 Minimize trips on the newly-surfaced road, in particular heavy trucks.

  • Avoid making sharp turns in the road, especially when turning into driveways.
  • Shut off any lawn sprinklers that may deposit water onto the road.
  • No on-street parking will be allowed.   Vehicles will be towed if necessary.

Work hours are between 7:00am and 5:00pm and work will be completed over two weeks. Please note that schedules are subject to change due to unforeseen events such as weather, scheduling conflicts, etc.  We will send out all future group correspondences to your neighborhood about this project via the Town’s Notify Me on the town website www.mansfieldct.gov and click on the “Sign Up for Notifications” icon and pick “News and Press Releases”.

 As this is the first time the Town is cape sealing roads, we do not anticipate any damaged lawns, mailboxes, or driveway aprons but please notify us if there are any on your property at the completion of the construction contract.    Further, the Town assumes no responsibility for the disruption, disturbance or severing of cellar drains, perimeter drains, or under drains located within Town property or easements.  If you are aware of such a private accommodation, we request you provide an accurate location of the drain to the Department of Public Works.
