What is the role of the Assessor?

The Town Assessors Office, plans, directs, organizes and implements a continuing town-wide program of real and personal property assessment for the purpose of fair & equitable local taxation as prescribed by Connecticut General Statutes

Annually conducts inspections for new, existing and under construction properties to determine their value. Administers state and local exemption programs for veterans, elderly, disabled, and blind taxpayers, farm buildings and special land classifications among others. Compiles the Grand List of both taxable and tax-exempt property assessments for real property, motor vehicles, and personal property. 

Every five years the Assessor coordinates and oversees the town wide revaluation of all taxable and non-taxable property to reflect current market trends. Supervises all contracted appraisal work for said revaluation and superior court appeals.

Grand List and Final Assessment Notices (February/March 2025)

The assessor has received an extension to file the October 1, 2024 Grand List until February 28, 2025. Once the list is certified and signed, assessment valuation notices will be mailed to property owners within 10 days of that date. 

Appeals Process (March/April 2025)

With the extension to file the grand list, the Board of Assessment Appeals (BAA) also received an extension to complete their duties by April 30, 2025. The BAA will meet in March and April for the purpose of holding scheduled appeal hearings. Before any hearing is scheduled or conducted by the BAA, Connecticut law mandates a written appeal petition be made to them by April 2, 2025 extended deadline.

 Blank applications will be available online, not later than the date finalized assessment valuation notices are mailed. 

 Please note, the BAA is not required to conduct an appeal hearing for any commercial, industrial, utility or apartment property with an assessed value greater than one million dollars. If that is their determination for this session, the BAA will send notice of their denial to hold such an appeal hearing, to the property owner, their attorney or their duly authorized agent by April 1, 2025

  •  An appellant whose appeal will not be heard by the board may appeal directly to the Superior Court pursuant to Connecticut General Statutes (C.G.S.) section 12-117a.

 In all other cases, the BAA will send notice of the date, time, and place of scheduled hearing, to the property owner, their attorney or their duly authorized agent by April 1, 2025.

  •  Appeal hearings will only be held in person: 
  • Connecticut law (C.G.S. Sec. 12-113) stipulates that the BAA may not reduce any assessment valuations unless the property owner, their attorney, or duly authorized agent appears in person before them and agrees to be sworn in “and answer all questions touching such person's taxable property situated in the town”.

Upcoming Tax Bills

The Mill Rate for the 2023 Grand List is 30.52.

The July 2024 and January 2025 Tax Bills will be based on the 2023 Grand List (covering the assessment year October 1, 2023 through September 30, 2024), and are paid during the fiscal year running from July 1, 2024 through June 30, 2025. Taxes are due without penalty by Thursday, August 1, 2024 and Monday, February 3, 2025. If you do not receive a tax bill on your property or motor vehicle by July 15, 2024 please call 860-429-3374.
