To assist low and moderate income families with safe, decent and affordable housing opportunities as they strive to achieve self-sufficiency and improve the quality of their lives. The Housing Authority is committed to operating in an efficient, ethical and professional manner. The Housing Authority will create and maintain partnerships with its clients and appropriate community agencies in order to accomplish this mission.

Monthly meetings are held on the third Thursday of each month at 8:30 a.m. at the offices of the Housing Authority.  Meeting agendas and notices of meeting changes are posted at the Town Clerk's office at 4 South Eagleville Road, Mansfield.  Minutes are available at the Housing Authority office or can be viewed online at www.Mansfieldct.gov

The Mansfield Housing Authority does not have any emergency or immediate housing available. You may find it helpful to register at www.cthcvp.org to receive an email when housing waiting lists are open in the State of Connecticut.For more Housing options in Connecticut and essential community services please go to: www.211ct.org

BEFORE applying, please read the descriptions of our Housing Programs below to determine which program(s) would best accommodate your family’s needs. A link to our applications can be found by clicking the red “Apply Here” button at the end of our program descriptions.

Holinko Estates (Family – Moderate Income Housing)

To be income eligible for Holinko Estates, family income must be 80% or less of the median income for the Hartford-West Hartford-East Hartford, CT HUD Metro FMA Area as published by HUD each year. The 2019 income limits are $60,400 for a family of two; $67,950 for a family of three; $75,000 for a family of four.

Holinko Estates is a state financed housing community for moderate income families. It is a 35 unit apartment complex with 21 two bedroom units, 13 three bedroom units and 1 four bedroom unit located on Zygmunt Drive in Storrs.  Effective May 2019, the base or minimum rent is $620-$650 per month for a two bedroom unit, $685-$715 per month for a three bedroom unit and $785 per month for the four bedroom unit plus utilities. The actual rent you will pay is 30% of the family's adjusted income but never less than the base rent.   The amount of income needed to qualify will vary.  To qualify for a two bedroom unit, a family must have a minimum income of approximately $35,500 to $49,500 depending on the family composition, unreimbursed medical expenses, child care expenses and style of unit (Flat or Townhouse).   Families are chosen by a lottery for each unit that becomes available.

Most of the apartments are townhouse style and some are flats. There is a laundry facility on site and a large playground. Washers and dryers are NOT allowed in the units. Pets are not allowed.

APPLYING FOR OUR HOUSING PROGRAMS

Please read the directions below.  If the housing program waiting list for which you want to apply does NOT appear in the drop down box on the application that means the list is CLOSED.  Placement on a waiting list does not mean that you are eligible for assistance.  A final determination of eligibility will be made when you are selected from the waiting list. 

After submitting your application to us, you will be able to log onto www.waitlistcheck.com  and use your birth year and social security number to check your status. 

BEFORE ACCESSING OUR APPLICATON, you will need to gather the following information for each household member:

1.  Full legal name as stated on the Social Security card
2.  Social Security Number
3.  Date of Birth
4.  Annual income from ALL sources (including income such as cash assistance, child support, alimony, unemployment) AND employer name and address, if applicable.
5.  If needed, alternate contact information (name, mailing address, email address, telephone number) for the person who will assist you with completing future paperwork.

LANDLORD PARTICIPATION INFORMATION

Landlords are welcome to call the Housing Authority if they are looking for tenants or would like their property to be put on our list of housing opportunities in the area.   We are happy to explain the program in more detail, answer any questions landlords may have, or provide documents for the landlord’s review.  Participation in the voucher program by landlords and tenants has advantages for both parties.

From Points West: Take I-84 east to exit 68 (Route 195 – University of Connecticut);
Take a Right off the exit (Route 195 South) about 7.5 miles;
Take a Right on Route 275 (S. Eaglevillle Road) for .7 mile;
Take a Left on Maple Road; and
Immediate Right into the parking lot.

From Points East: Take I-84 west to exit 68 (Route 195 – University of Connecticut);

From Points North: Take Route 44 West;
Take Route 195 South about 2.5 miles;
Take a Right on Route 275 (S. Eagleville Road) for .7 mile;
Take a Left on Maple Road; and
Immediate Right into the parking lot.

From Points South: Take Route 2 West from Norwich;
Take 32 North (exit 25) to Willimantic;
Take a Right over the Frog Bridge
Straight at Light onto Jackson Street (Route 195) North for 7 miles;
Take a Left on Route 275 (S. Eagleville Road) for .7 mile;
Take a Left on Maple Road: and
Immediate Right into the parking lot.
